Are Cockatiels Legal in the UAE? (2026 Guide)

Yes, cockatiels are legal to own as pets in the UAE. They are not CITES-listed, so the paperwork is light, but the welfare rules still apply.

Cockatiels are the most-recommended first parrot at Dubai Birds. Genetically and anatomically the cockatiel is the smallest member of the cockatoo family, but unlike every other cockatoo it carries no CITES listing, which makes it the easiest exotic bird to source legally in the UAE.

This page covers only what our own published guides state. For the full federal framework see UAE exotic bird ownership laws; for cost, the cost of owning a cockatiel.

    1. The short legal answer

Cockatiels are legal to own as pets in the UAE. They are not CITES-listed, and parrots are not on the UAE dangerous-animals list, which targets big cats, primates and large reptiles.

The documentation for a non-CITES bird is a veterinary health certificate and a receipt of sale from a licensed UAE seller.

    2. What still applies: animal welfare

Federal Law 16/2007 sets the animal-welfare standards, and it covers cockatiels. In practice that means an appropriate cage, food, water and veterinary care. Our UAE laws guide lists cruelty and neglect under that law as carrying fines plus possible removal of the animal.

Our care guide sets the practical minimums: a cage of at least 60 x 50 x 70 cm for one bird, a pellet-led diet, and an annual avian vet check from year one. See the cockatiel care guide.

    3. What to check when buying

The questions our care guide tells buyers to ask any UAE seller:

    • ·Hand-raised or parent-raised? Hand-raised is the right call for a pet bird.
    • ·Fully weaned? Cockatiels wean at 8 to 10 weeks. Buy fully weaned.
    • ·Vet-checked by a UAE-licensed avian vet: body weight, faecal exam, beak, cere, eye and nare check.
    • ·Closed leg ring or microchip? A captive-bred indicator. Most breeders ring chicks at 7 to 14 days.
    • ·Breeder name and contact, so you can get advice for the life of the bird.
    • ·Mutation honestly stated. Pearl males fade, and some rare mutations are mis-sold.

None of these is a CITES requirement. They are how to avoid a sick or mis-sold bird.

    6. Frequently asked questions

Are cockatiels legal to own in the UAE?
Yes. Cockatiels are not CITES-listed, so they do not require CITES paperwork. A standard veterinary health certificate from the seller is enough for legal ownership. The broader animal-welfare obligations under Federal Law 16/2007 still apply: an appropriate cage, food, water and veterinary care.
    Are cockatiels CITES-listed?
No. The cockatiel (Nymphicus hollandicus) belongs to the cockatoo family but is not listed on any CITES Appendix. In practical terms it is regulated like a budgerigar. A vet certificate and a sale receipt from a licensed UAE seller are sufficient documentation, and no CITES Release Certificate or Certificate of Ownership is required.
    Are cockatiels regulated like macaws?
No. Budgerigars and cockatiels are not CITES-listed and have far simpler import and ownership requirements. A standard veterinary health certificate is generally sufficient. They are still subject to the Federal Law 16/2007 animal-welfare standards.
Is a cockatiel on the UAE dangerous-animals list?
No. The UAE dangerous-animals list targets big cats, primates, large constrictor and venomous snakes, crocodilians, monitor lizards and similar animals. Parrots, including cockatiels, are not on it.
What should I still check when I buy a cockatiel?
Even without CITES paperwork, our care guide says to buy a hand-raised, fully weaned cockatiel from a breeder with a vet check, not from a marketplace listing. Ask whether it is hand-raised or parent-raised, fully weaned (cockatiels wean at 8 to 10 weeks), vet-checked by a UAE-licensed avian vet, and wearing a closed leg ring or microchip, which is a captive-bred indicator. Ask for the breeder's name and contact.
Is every cockatiel in the UAE captive-bred?
Every cockatiel sold legitimately in the UAE is captive-bred. Domesticated cockatiel breeding has been continuous since the 1840s, so the birds available today are many generations removed from wild ancestors.
Can I keep a cockatiel in a Dubai apartment?
The law does not stop you, and the care guide says cockatiels are one of the few hand-raised parrots well suited to UAE apartment life, provided the cage is not in direct AC airflow. Always check your own tenancy agreement for pet clauses.
