Are Indian Ringnecks Legal in the UAE? (2026 Guide)

Yes, Indian Ringneck parakeets are legal to own as pets in the UAE. The paperwork is lighter than for CITES-listed parrots, but it is not zero.

The Indian Ringneck is one of the most popular hand-raised parrots at Dubai Birds. Buyers often hear “not CITES-listed” and assume there is no paperwork at all. There is: a Certificate of Ownership, a vet certificate and a leg-band.

This page covers only what our own published guides state. For the full federal framework see UAE exotic bird ownership laws; for cost, the cost of owning an Indian Ringneck.

    1. The short legal answer

Indian Ringnecks (Psittacula krameri manillensis) are legal to own as pets in the UAE. Parrots are not on the UAE dangerous-animals list, which targets big cats, primates and large reptiles.

Our Ringneck care guide says the species is not on CITES Appendix I or II and recommends confirming the listing status in the CITES species database before any cross-border purchase. That is a sensible habit for any species, since listings change.

    2. Paperwork to get with the bird

    • ·A UAE-issued Certificate of Ownership.
    • ·A standard veterinary health certificate from the seller.
    • ·A closed leg-band, the captive-bred indicator. Most reputable breeders ring chicks at 7 to 14 days.
    • ·A recent avian vet check with PBFD and polyomavirus PCR results, which the care guide calls the gold standard.
    • ·Hand-raised confirmation and full weaning: Ringnecks wean at 10 to 14 weeks.
    • ·Breeder name and contact, so you can get advice for the life of the bird.

The first three are what our care guide gives as the floor for legal ownership and standard seller practice; the rest are the questions it tells buyers to ask.

    3. What still applies: animal welfare

Federal Law 16/2007 sets the animal-welfare standards, and it covers Ringnecks: an appropriate cage, food, water and veterinary care. Our UAE laws guide lists cruelty and neglect under that law as carrying fines plus possible removal of the animal. Our care guide sets the practical minimums, including a cage of at least 75 x 60 x 90 cm for a single bird. See the Ringneck care guide.

    6. Frequently asked questions

Are Indian Ringneck parakeets legal to own in the UAE?
Yes. Indian Ringnecks are not on CITES Appendix I or II, so they do not require CITES Appendix I or II paperwork. A UAE-issued Certificate of Ownership and a standard veterinary health certificate from the seller are the floor for legal ownership. Federal Law 16/2007 on animal welfare still applies: an appropriate cage, food, water and veterinary care.
Do Indian Ringnecks need CITES paperwork?
Not Appendix I or II paperwork. Our Ringneck care guide says the species is not on those lists and recommends confirming the listing status in the CITES species database before any cross-border purchase.
What documents should I get when I buy an Indian Ringneck?
A UAE-issued Certificate of Ownership, a standard veterinary health certificate, and a closed leg-band are the standard from any reputable seller. Our care guide also tells buyers to ask whether the bird is hand-raised and fully weaned (Ringnecks wean at 10 to 14 weeks), whether there is a recent avian vet check with PBFD and polyomavirus PCR results, and for the breeder's name and contact.
    Are wild-caught Indian Ringnecks legal?
Wild-caught birds are a legal and health risk. Trading CITES-listed species without permits can bring fines of up to AED 2 million and possible imprisonment under Federal Law No. (5) of 2025, and our care guide notes that wild-caught Ringnecks still circulate in some grey-market channels. They almost always carry one of PBFD, undiagnosed psittacosis or trauma from the trapping process.
Is an Indian Ringneck on the UAE dangerous-animals list?
No. The UAE dangerous-animals list targets big cats, primates, large constrictor and venomous snakes, crocodilians, monitor lizards and similar animals. Parrots are not on it.
Can an Indian Ringneck live in a Dubai apartment?
The care guide says yes: Ringnecks are quieter than conures, cockatoos or macaws and adapt well to JLT, Marina, Downtown or Business Bay. Always check your own tenancy agreement for pet clauses.
